Open Call for Proposals: Countering Mis- and Disinformation in Elections

The Digital Democracy Initiative (DDI) team at CIVICUS seeks experienced civil society organizations in Venezuela, Tunisia, Ghana, and Mozambique to lead pre-, during, and post-election interventions. The interventions will focus on countering mis- and disinformation, supporting electoral integrity using digital tools, and mobilizing marginalized groups for enhanced civic participation.

CIVICUS is a global alliance of civil society organizations and activists dedicated to strengthening citizen action and civil society globally. With over 15,000 members in 189 countries, CIVICUS works to protect and expand civic space worldwide.

Background

The Digital Democracy Initiative (DDI) aims to expand and protect inclusive democracy through digital technology for civic engagement. In partnership with Global Focus, DDI supports civil society actors in global south countries, focusing on restrictive contexts.

Objectives

– Support civil society organizations in Venezuela, Tunisia, Ghana, and Mozambique to promote electoral integrity, counter misinformation, and enhance civic participation.
– Focus on marginalized groups to ensure inclusivity in the electoral process.

What We Need

Experienced civil society organizations to lead interventions focusing on:
1. Countering Mis- and Disinformation:
– Conduct assessment of misinformation threats.
– Implement fact-checking initiatives and counter-narratives.
– Collaborate with social media platforms to remove false information.

2. Supporting Electoral Integrity:
– Use digital tools for election monitoring.
– Develop election observer training programs.
– Collaborate with electoral bodies for transparency.

3. Advocacy and Mobilization:
– Design advocacy campaigns for civic participation.
– Disseminate inclusive messaging for marginalized groups.
– Collaborate with civil society organizations to amplify messaging.

Deliverables

– Monthly progress reports.
– Assessment report on misinformation threats.
– Fact-checking content and strategy.
– Training materials and reports.
– Advocacy campaign materials and reports.
– Final project report with findings and recommendations.

Eligibility Criteria

Essential:
– Local civil society organization in Tunisia, Venezuela, Ghana, or Mozambique.
– Expertise in elections and countering disinformation.
– Extensive network and experience in the region.
– Legal registration and excellent English communication skills.

Desirable:
– Consortium applications from multiple organizations.
– Experience in digital tech for democracy.
– Demonstrated leadership and teamwork skills.

Governance and Implementation

Partners will work closely with CIVICUS to develop and implement interventions. An initial plan will be agreed upon, with ongoing support from CIVICUS throughout the project.

Location and Timeframe

Partners will work in Ghana, Mozambique, Tunisia, or Venezuela for three to six months between May 2024 and January 2025.
