About the Policy Officer (P-2) Position

The Policy Officer will work under the supervision of the Chief of the Migration Policy Division and the Senior Policy Development and Coordination Officer.

The role focuses on supporting governments and IOM offices worldwide through evidence-based migration policy development, strategic analysis, institutional coordination, and policy implementation.

The successful candidate will collaborate with IOM Headquarters, Regional Offices, Country Offices, governments, and international partners to strengthen migration governance and institutional policy capacity.

Key Responsibilities

The selected Policy Officer will be responsible for:

  • Supporting migration policy advisory services for IOM Country and Regional Offices.
  • Conducting policy analysis and coordinating expert inputs for migration policy development.
  • Supporting the implementation of the IOM Policy Agenda.
  • Coordinating priority migration policy processes with governments and regional offices.
  • Developing policy intelligence, strategic analysis, foresight, and evidence-based analytical products.
  • Supporting the implementation of the Migration Governance Indicators (MGI) and related data initiatives.
  • Coordinating national and local migration governance assessments.
  • Producing analytical reports and promoting evidence-informed migration policymaking.
  • Drafting high-quality policy papers, briefing notes, speeches, technical guidance, and strategic reports.
  • Promoting collaboration across IOM Headquarters, Regional Offices, and Country Offices.
  • Supporting capacity-building initiatives, workshops, technical assistance, and government engagement.
  • Contributing to proposal development, donor reporting, partnership building, and fundraising opportunities.
  • Participating in international meetings, workshops, and technical consultations.

Required Qualifications

Applicants should possess one of the following:

  • A Master’s degree in Political Science, International Relations, Social Sciences, Law, or a related field with at least two years of relevant professional experience, or
  • A Bachelor’s degree in one of the above disciplines with at least four years of relevant professional experience.

Degrees must be obtained from accredited institutions recognized by the UNESCO World Higher Education Database.

Professional Experience

Ideal candidates should demonstrate experience in:

  • Migration policy development.
  • Migration governance.
  • Public policy analysis.
  • Policy advisory services.
  • Government engagement.
  • Technical assistance.
  • Capacity-building initiatives.
  • Policy dialogues.
  • Programme or project management.
  • Partnership development.

Experience working at national, regional, or international levels is highly desirable.

Required Skills

Candidates should have:

  • Strong analytical and strategic thinking skills.
  • Excellent organizational and project management abilities.
  • Outstanding English drafting and report-writing skills.
  • Experience preparing policy papers and technical documents.
  • Excellent communication and stakeholder engagement skills.
  • Ability to build partnerships across multicultural environments.
  • Strong teamwork and collaboration skills.
  • Proficiency in Microsoft Office applications and the effective use of Artificial Intelligence (AI) tools.
  • Knowledge of migration governance frameworks, migration policy processes, and evidence-based policymaking.
  • Experience with Migration Governance Indicators (MGI) or similar analytical tools is considered an advantage.

Language Requirements

Applicants must demonstrate:

  • Fluency in English (written and spoken).

Working knowledge of French and/or Spanish is considered an advantage.
