Call for Proposals: Thematic Studies for the 2024 GEM Regional Report on Technology and Education in the Pacific

Introduction

UNESCO is inviting individuals and organizations to submit proposals for thematic studies to prepare for the 2024 Global Education Monitoring (GEM) regional report on technology and education in the Pacific. The GEM Report is a comprehensive, evidence-based annual report that monitors progress on education in alignment with the Sustainable Development Goals (SDGs). This initiative is crucial for fostering inclusive and equitable quality education globally by 2030.

1. Background

The 2023 GEM Report emphasized the role of technology in education, examining its impact on equity, quality, and system management. The report acknowledged technology’s challenges and opportunities to education, especially during the COVID-19 pandemic. Given the diverse perspectives on the role of technology, the 2024 GEM Report aims to delve into regional nuances, focusing on Southeast Asia and the Pacific.

2. Work and Objectives

In collaboration with the Commonwealth of Learning (COL), the GEM Report team is calling for proposals to contribute to the 2024 regional report on technology in education in the Pacific. Thematic studies will be conducted on the following topics:

  • Teachers and Technology in Education in the Pacific
  • Governance and Regulation in Technology in Education in the Pacific
  • Technology in Education in Papua New Guinea
  • Lessons Learned from Technology in Education Systems in Australia and New Zealand Applicable to the Pacific

3. Outputs

Each thematic study is expected to be approximately 10,000 words, written in English, and submitted in three phases: a detailed outline by February 23, 2024, a first draft by April 26, 2024, and the final draft by June 21, 2024.

4. Timeline

The proposal submission deadline is January 26, 2024. The selection criteria include a proven research record in technology in education, an in-depth understanding of Pacific education systems, suitable research methodology, experience in country case studies, engagement with relevant stakeholders, and the capacity to draft in English.

5. Submission of Proposals

Interested individuals and organizations should submit a maximum 3-page technical proposal, including methodology, past research experience, a financial breakdown, and expert CVs. Legal entities must provide proof of registration. Proposals should be submitted by January 26, 2024, in one PDF file to Ms Francesca Endrizzi (f.endrizzi@unesco.org), with the subject line “2024 Pacific Regional Report.”

Participation in this call for proposals does not guarantee selection. The commissioning of work is expected to be completed by July 2024.
