Background of the Consultancy Programme

According to the official Terms of Reference, WINGS is currently implementing a multi-year EU FFPA programme focused on several major objectives, including:

  1. Strengthening the enabling environment for philanthropy
  2. Amplifying philanthropy’s collective voice in multilateral policy spaces
  3. Supporting philanthropy engagement in global platforms such as the G20
  4. Building the capacity of governments and philanthropic actors through multi-stakeholder partnerships (MSPs)

As the programme advances into a critical implementation stage, WINGS seeks a Senior Project Management Consultant who can strengthen coordination across consultant-led workstreams and ensure timely delivery of strategic outputs.

The consultant will work closely with:

  • The Director of Collective Intelligence and Advocacy
  • The Head of Policy and Advocacy

The consultancy is intended to establish sustainable coordination systems that can continue functioning internally even after the consultancy period ends.

Duration and Scope of the Consultancy

The consultancy is structured as:

  • An 8–10 month engagement
  • Part-time consultancy work
  • Estimated commitment of up to 8 days per month

Monthly priorities and engagement levels will be coordinated directly with the WINGS leadership team to ensure flexibility and effective implementation.

The consultant will also participate in regular coordination and alignment meetings to monitor progress and delivery.

Main Responsibilities of the Consultant

The selected consultant will play a strategic role in supporting several policy and advocacy workstreams.

1. Coordination Across MSP Workstreams

The consultant will support coordination of:

  • MSP research initiatives
  • E-learning workstreams
  • MSP pilots
  • Enabling Environment Guide activities

Responsibilities include:

  • Aligning timelines and deliverables
  • Monitoring dependencies across projects
  • Ensuring consistency in outputs and messaging
  • Identifying risks, overlaps, or gaps
  • Recommending practical adjustments

2. Design and Delivery Tracking

A significant aspect of the consultancy involves creating practical project management systems.

Responsibilities include:

  • Developing workplans and tracking systems
  • Supporting management of e-learning and MSP research providers
  • Creating reporting frameworks and templates
  • Monitoring milestones and deliverables

3. EU Engagement Support

The consultant will provide support for WINGS’ engagement with EU processes and stakeholders by:
