The International Criminal Court (ICC) is inviting applications for the Associate Human Resources Officer (P-2) position under the Junior Professional Officer (JPO) Programme sponsored by the Republic of Korea. About the Human Resources Section

The Human Resources Section provides centralized HR services throughout the Court while acting as a strategic advisor to management.

The Section oversees every major aspect of human resource management, including:

  • Strategic workforce planning
  • Organizational design
  • Recruitment and onboarding
  • Payroll administration
  • Compensation and benefits
  • Pension administration
  • Health insurance
  • Staff development
  • Learning and training programmes
  • Performance management
  • Succession planning
  • Human resources policy development
  • Conflict resolution and staff relations

The Human Resources Section consists of two specialized units:

1. HR Operations Unit

This unit manages operational HR activities such as:

  • Recruitment
  • Vacancy management
  • Job classification

  • Pension schemes
  • Staff transfers
  • Enterprise Resource Planning (ERP) data management

2. HR Organizational Development Unit

Main Responsibilities

Working under the direct supervision of the Head of the Human Resources Operations Unit, the successful candidate will contribute to numerous strategic HR initiatives.

Key responsibilities include:

Supporting Human Resources Projects

The Associate Human Resources Officer will:

  • Support major HR projects.
  • Assist in implementing HR-related Independent Expert Review (IER) recommendations.
  • Monitor Registry Strategic Plan Key Performance Indicators (KPIs).

HR Policy Research

The officer will:

  • Research HR regulations and best practices.
  • Compare policies across similar international organizations.
  • Prepare reports and recommendations.
  • Support policy development and procedural improvements.

HR Analysis

Responsibilities include:

  • Reviewing HR-related matters.
  • Conducting detailed analysis.
  • Preparing recommendations for HR management.
  • Collaborating with HR specialists on technical matters.

Policy Development

The successful candidate will assist in:

  • Developing HR policies.
  • Monitoring implementation.
  • Evaluating effectiveness.
  • Ensuring compliance with organizational regulations.

Performance Monitoring

The role includes supporting the development and monitoring of:

  • HR performance indicators
  • Service Level Agreements
  • Work plan trackers
  • Management reporting tools

Position Papers

The officer will:

  • Collect background information.
  • Conduct preliminary legal and policy analysis.
  • Assist in preparing position papers concerning HR regulations and interpretation.

Internal Communication

Responsibilities also include:

  • Designing HR communication materials.
  • Supporting internal awareness campaigns.
  • Promoting HR initiatives and organizational objectives.

Cross-Unit Support

When required, the Associate Human Resources Officer will support different HR units with technical guidance and operational assistance.

Other Duties

Additional assignments may be delegated by management based on organizational priorities.

Eligibility Requirements

Applicants must satisfy both the ICC requirements and the Republic of Korea JPO Programme requirements.

Republic of Korea JPO Requirements

Applicants must:

  • Be citizens of the Republic of Korea.
  • Be fluent in Korean and English.
  • Hold at least a Bachelor’s degree.
  • Meet one of the approved English language proficiency requirements:
    • TOEFL iBT: minimum 100
    • TEPS: minimum 430
    • IELTS: minimum 7
    • TOEIC: minimum 900
  • Be no older than 32 years on 31 December 2026.
  • Have completed Korean military service or qualify for exemption (male applicants).
  • Applicants completing military service during the application year may also apply.
  • Apply to a maximum of two Korean Ministry of Foreign Affairs JPO positions during the application year.

Professional Experience

  • Experience within organizations using the UN Common System is considered an advantage.
