The Embassy of Switzerland in Nepal is inviting applications from qualified Nepali nationals for the position of National Programme Officer – Technical and Vocational Education and Training (TVET) on a 2-year fixed-term contract, with the possibility of extension.

This is an exciting opportunity for professionals in education, development, and vocational training to contribute to Nepal’s socio-economic growth while working with one of the country’s longstanding international development partners.

Switzerland has been engaged in Nepal since 1959 through its development cooperation efforts, focusing on federal state building, employment and income generation, and migration. Since establishing its Embassy in Nepal in 2009, Switzerland has continued supporting Nepal’s development at national, provincial, and local levels.

The National Programme Officer (NPO) will play a key role in strengthening Nepal’s TVET sector while supporting migration and vocational skills development initiatives.

About the Role

The National Programme Officer will be responsible for the development, monitoring, and strategic steering of projects in the TVET sector, including vocational skills development within the migration portfolio.

Under the supervision of the Programme Manager, the officer will ensure effective project cycle management, maintain high-quality implementation and reporting standards, and lead Switzerland’s policy engagement and donor coordination in Nepal’s TVET sector.

The role also includes representing Switzerland in communications with government agencies, development partners, and private sector stakeholders.

Key Responsibilities

1. Project Management and Programme Cycle Management (70%)

The selected candidate will:

  • Oversee planning, monitoring, implementation, and reporting of TVET projects
  • Ensure project quality under the supervision of the Programme Manager
  • Authorize payments according to approved annual plans and agreements
  • Develop concept notes and credit proposals
  • Participate in tender evaluation processes
  • Support cross-border labour mobility pilots and labour market alignment initiatives
  • Promote integration of transversal themes such as:
    • Federal state building
    • Digitalization
    • Climate change
    • Gender Equality and Social Inclusion (GESI)
  • Contribute to annual planning, quarterly reviews, annual reports, and strategy development
  • Support knowledge sharing and institutional learning

2. Policy Dialogue and Government Engagement (20%)

Responsibilities include:

  • Leading Switzerland’s policy and political engagement in Nepal’s TVET sector
  • Supporting implementation of constitutional reforms related to TVET
  • Strengthening private sector participation in TVET governance
  • Enhancing quality improvement in vocational education systems
  • Liaising with government officials at federal, provincial, and local levels
  • Leading dialogue on migrant worker skilling and labour market alignment

3. Coordination, Networking, and Knowledge Management (5%)

The officer will:

  • Organize TVET donor group meetings
  • Maintain donor coordination frameworks
  • Ensure donor-supported projects align with TVET donor position papers
  • Represent SDC in workshops, seminars, and policy forums
  • Develop stories, case studies, and communication materials for websites and social media
  • Strengthen collaboration across priority areas and partner institutions

4. Additional Responsibilities (5%)

This includes:

  • Supporting the design of cooperation strategies
  • Contributing innovative ideas to improve Swiss development programming in Nepal
  • Participating in the SDC Employment and Education Network
  • Performing additional tasks as required for effective programme delivery

Eligibility Requirements

Applicants must meet the following qualifications:

Academic Qualifications

A Master’s Degree in one of the following areas:

  • TVET
  • Education
  • Economics
  • Business Administration
  • Or any other relevant field

Professional Experience

Applicants must have:

  • At least 5 years of practical work experience in the development sector
  • Minimum 3 years of project cycle management experience
  • Experience in areas such as:
    • TVET
    • Private sector development
    • Governance
    • Migration-related programming
    • Other relevant development sectors

Required Competencies

Technical Expertise

Candidates should demonstrate:

  • Strong understanding of labour markets and enterprise development
  • Familiarity with Nepal’s TVET institutions including CTEVT and training providers
  • Knowledge of federal, provincial, and local government systems
  • Understanding of Nepal’s political and development landscape
  • Experience working with government agencies, donors, and private sector actors
  • Sensitivity to gender, equity, and social inclusion issues
  • Proficiency in written and spoken English and Nepali

Methodological Skills
