The Directorate for Education and Skills leads the OECD’s mission to support both member and non-member countries in achieving high-quality learning for all. Within this directorate, the Higher Education Policy Team provides critical policy analysis that governments find relevant, reliable, and useful.

Position Overview

The team is seeking one or two Junior Policy Analysts to contribute to implementation support projects focused on higher education in various European countries. The successful candidate(s) will assist in country-specific and comparative research, prepare written outputs, and support planning and stakeholder engagements, both in person and virtually.

Reporting Structure: The Junior Policy Analyst(s) will report to the Team Leader of the Higher Education Policy Team and the Head of the Policy Advice and Implementation Division within the Directorate for Education and Skills.

Key Responsibilities

Policy Analysis

  • Review and analyze evidence, including research literature, government policy documents (laws, regulations, strategic plans, etc.), and quantitative and qualitative data.
  • Participate in planning and conducting interviews with policymakers and other relevant stakeholders.
  • Formulate empirically sound policy diagnoses and policy options to guide policy development and implementation.
  • Draft and publish policy-analysis reports.

Project Planning and Administration

  • Assist in planning and managing high-level conferences and working-level events, seminars, and workshops.
  • Plan and manage in-person and/or online country-review visits, stakeholder interviews, and focus groups.

Representation, Communication, and Dissemination

  • Disseminate analysis to maximize visibility and impact across the OECD and the international community.
  • Establish productive working relationships with country representatives, agencies, and stakeholder groups involved in projects.

Ideal Candidate Profile

Education and Training

  • Advanced university degree in public policy, social science, or a related field.
  • Training in various quantitative and qualitative research methods.

Professional Background

  • Experience in a public policy or research setting.
  • Demonstrated interest in education and skills.
  • Experience drafting official or published documents with clear and precise language.
  • Experience in stakeholder communication, event organization, and management.
  • Experience in using social media and other communication channels for disseminating work is preferred.

Languages

  • Fluency in one of the OECD official languages (English or French) and knowledge of the other, with a commitment to achieving a good working level.
  • Knowledge of Czech, Latvian, or Portuguese would be an asset.

Additional Information

Contract Duration and Location

  • Initial contract duration: Nine months, ideally starting in September 2024.
  • Location: Paris, France (Boulogne-Billancourt).

Salary Information

  • The salary starts at EUR 3,040 gross, dependent on the candidate’s experience.
