Twice a year, the Council of Europe opens its doors to young graduates, offering them a unique opportunity to gain invaluable experience in a dynamic, multicultural, and stimulating work environment. This program benefits not only the enthusiastic and motivated trainees but also the Council of Europe, which gains from the fresh skills and energy that new graduates bring to the table.

Traineeship Details

The Council of Europe’s traineeships typically:

  • Last from eight weeks to five months
  • Can be undertaken either in Strasbourg or one of the field offices

There are two official traineeship sessions each year, starting in March and October. Trainees who apply through the official traineeship program are eligible for a monthly allowance of €600, whether they choose to work in Strasbourg or in the field offices.

Eligibility Criteria

To be eligible for a traineeship, candidates must meet the following criteria:

  • Hold the nationality of one of the Council of Europe member states
  • Possess a bachelor’s degree or equivalent, as defined in the Bologna Declaration
  • Have a strong desire to gain practical experience and knowledge of the Council of Europe’s functioning and activities
  • Demonstrate very good knowledge of one of the two official languages of the Council of Europe (English or French) along with good drafting ability. Proficiency in the other official language is appreciated.

It’s important to note that if you have previously been a trainee or study visitor within the Council of Europe, you are not eligible for another traineeship, regardless of its form.


Trainees at the Council of Europe typically engage in various responsibilities, including:

  • Conducting research
  • Preparing draft reports and studies for meetings of experts
  • Drafting meeting reports
  • Providing assistance with ongoing projects
  • Assisting in committee organization
  • Updating websites


Council of Europe provides a comprehensive induction program for trainees, allowing them to familiarize themselves with the organization’s structures, activities, and international cooperation procedures. Trainees also have the opportunity to attend conferences, observe the Parliamentary Assembly of the Council of Europe, and participate in various meetings during their stay in Strasbourg or at field offices.


Starting from September 2020, trainees within the official traineeship program receive a monthly allowance. Specific measures are in place for candidates with disabilities. Trainees are encouraged to explore self-financing options, including applying for scholarships from international funds like Erasmus+.

Please keep in mind that applicants may only undertake one traineeship within the Council of Europe, regardless of its form.

How to Apply

Interested candidates should use the online application system, ensuring timely submission. An email address is required to set up an account. Application forms must be completed in either French or English and can be saved and submitted once finalized.
