The International Detention Coalition is a global network of more than 200 civil society organisations and individuals across 75+ countries, working collectively to end immigration detention and promote rights‑based alternatives. IDC collaborates with partners on advocacy, research, capacity building, and coalition strengthening to advance humane, sustainable migration governance.
Role Purpose
The Africa Programme Officer will support IDC’s mission by combining strong advocacy expertise with excellent coordination and organizational skills. The role requires a professional who understands migration and human rights dynamics in Africa and can support regional programmes, stakeholder engagement, and member capacity development.
The ideal candidate is proactive, detail‑oriented, and capable of managing multiple priorities in a remote environment while contributing meaningfully to IDC’s strategic goals.
Role Summary
Working closely with the Africa Regional Manager, the Programme Officer will:
- Support the design and implementation of regional programmes and advocacy strategies
- Coordinate events, consultations, and capacity‑building activities
- Strengthen networks with IDC members, partners, and decision‑makers
- Provide operational, administrative, research, and communications support
- Travel within the region when required
This role is central to advancing IDC’s mission in Africa and ensuring effective collaboration across diverse stakeholders.
Compensation
- Annual Salary: 12,000,000 – 16,000,000 CFA
- Employment Type: Full‑time
- Location: Remote (based in Senegal preferred)
Detailed Responsibilities
1. Project Implementation, Administration, and Member Support
- Contribute to national and regional project implementation through technical, administrative, and logistical support
- Support IDC’s mission and strategic priorities through operational and advocacy engagement
- Assist in strengthening IDC’s network of members and partners across Africa
- Maintain organized project timelines, deliverables, and follow‑ups
- Support administrative and financial processes within the Africa Programme
2. Advocacy and Stakeholder Engagement
- Support the development and execution of advocacy strategies on immigration detention, alternatives to detention, and migrant/refugee rights
- Engage with government actors, civil society, UN agencies, and regional networks
- Draft and disseminate advocacy materials, briefing notes, and strategic communications
- Maintain regular contact with IDC members to identify policy gaps and advocacy opportunities
- Assist in planning and facilitating stakeholder consultations, trainings, and regional events
3. Communications
- Assist in developing print and digital communication materials for the region
- Support social media content creation and resource dissemination
- Monitor media platforms and track developments relevant to migration and detention in Africa
4. Internal Systems, Monitoring, Fundraising, and Institutional Support
- Contribute to fundraising through research, proposal drafting, and coordination
- Support monitoring, evaluation, and learning (MEL) processes
- Maintain organized records of project outcomes and stakeholder engagement
- Assist in preparing reports for internal use, donors, and external audiences
- Support budget tracking and financial monitoring with relevant IDC staff

Key Selection Criteria
Essential Requirements
- Strong understanding of African migration and human rights contexts
- Bachelor’s degree in international relations, law, migration studies, political science, or related fields
- Minimum five years of professional experience in project coordination, advocacy, and stakeholder engagement
- Experience with monitoring, evaluation, and reporting
- Strong writing, communication, and organizational skills
- Proven ability to work independently in a remote setting
- Experience engaging with civil society, government, and international organizations
- Ability to plan and facilitate events, workshops, and advocacy activities
- Excellent coordination skills and attention to detail
- Ability to manage competing deadlines and work flexibly
- Proficiency in digital communication tools and social media
- Ability to travel within the region
- Fluency in English and French (written and spoken)
- Strong commitment to IDC’s mission and safeguarding principles
