The consultancy forms part of the AU-EU Youth Voices Lab – Power of the Collective (AU-EU YVL-PoC), a major four-year initiative co-funded by the European Union to support youth participation, governance, and inclusive development across Africa and Europe.
This opportunity is ideal for experienced finance, accounting, compliance, and NGO management professionals with strong expertise in capacity building, financial systems strengthening, and organizational development for grassroots and youth-led organizations.
The consultancy will run for three months and offers a total budget of UGX 16,000,000 / €4,000, inclusive of taxes and professional fees.

About the AU-EU Youth Voices Lab – Power of the Collective
The AU-EU Youth Voices Lab – Power of the Collective (AU-EU YVL-PoC) is a four-year programme designed to build more inclusive societies in Africa and Europe by ensuring that youth voices are integrated into governance and policy-making processes.
The programme focuses on:
- Youth participation in governance
- Civic engagement
- Leadership development

- Institutional responsiveness to youth concerns

Background of the Consultancy
As part of the programme implementation, 15 youth-led organizations were selected through a competitive funding process by the Youth Advisory Board and Restless Development.
Following selection:
- Due diligence assessments were conducted
- Organizational capacity gaps were identified
- Capacity Building Plans (CBPs) were jointly developed with grantees
The assessments identified several institutional and financial management challenges requiring external technical support.
Some of the key identified needs include:
- Weak internal control systems
- Limited financial management tools
- Gaps in procurement systems
- Inadequate human resource policies
- Weak compliance structures
- Organizational governance challenges
This consultancy therefore seeks to provide technical assistance and tailored capacity-building support to selected grantees.
Objective of the Consultancy
The consultant will help strengthen the institutional and financial management capacity of prioritized youth-led organizations funded under the programme.
The main goal is to ensure that grantees:
- Improve financial accountability
- Strengthen compliance systems
- Develop sustainable internal control mechanisms
- Enhance institutional resilience
- Meet donor financial reporting requirements
Key Responsibilities of the Consultant
The selected consultant or consultancy team will undertake several important tasks.
- Review Existing Organizational Systems
The consultant will review:
- Due diligence reports
- Capacity Building Plans (CBPs)
- Organizational structures
- Financial policies
- Administrative systems
- Human resource procedures
- Procurement systems
This assessment will help determine the specific support required by each organization.
- Deliver Tailored Capacity Building Training
The consultant will:
- Develop a training schedule
- Conduct customized training sessions

The training should support the development of:

Required Qualifications
