The European Union-funded AMAL – Amplifying Mobilization and Local Leadership Project has officially launched its 2026 Call for Proposals, offering critical funding and technical support for Palestinian civil society organizations working to strengthen gender equality, disability rights, inclusive governance, and equitable recovery efforts across Palestine.

Implemented by Oxfam Novib in partnership with the Palestinian Medical Relief Society (PMRS) and the Atfaluna Society for Deaf Children (ASDC), the AMAL Project is a 36-month initiative running from January 2025 to December 2027. The program aims to empower local civil society organizations (CSOs), marginalized communities, women, youth, and persons with disabilities (PWDs) to actively shape inclusive governance and sustainable development processes in Palestine.

This grant opportunity is particularly important for organizations seeking to influence humanitarian response, recovery, reconstruction, policy development, and community-led advocacy initiatives in the Gaza Strip, East Jerusalem, and the West Bank.

About the EU AMAL Project

The AMAL Project focuses on strengthening the leadership and operational capacity of Palestinian CSOs and marginalized communities by supporting inclusive services, advocacy initiatives, and recovery mechanisms. According to the guidelines, the project specifically targets women, youth, children, and persons with disabilities.

The project’s broader objectives include:

  1. Enhancing empowerment and well-being among vulnerable populations through improved access to inclusive services.
  2. Supporting local CSOs and marginalized groups to influence key stakeholders and promote equitable recovery and reconstruction policies.
  3. Strengthening disability-inclusive and gender-responsive advocacy at community and policy levels.

The initiative is designed to amplify local leadership and ensure that recovery and reconstruction processes meaningfully include marginalized voices, especially women and persons with disabilities.

Funding Details

The total funding available under this call amounts to €120,000 and will be distributed among 3–4 organizations. Individual grants will range between €30,000 and €40,000.

What Types of Organizations Can Apply?

The call is open to Palestinian organizations with demonstrated experience in gender equality, disability rights, advocacy, and inclusive development.

Eligible organizations include:

  • Civil society organizations (CSOs)
  • Women’s rights organizations (WROs)
  • Community-based organizations (CBOs)
  • Registered CSO networks
  • Non-profit entities legally operating in Palestine

Organizations must demonstrate:

  • Experience in gender and disability advocacy
  • Policy development expertise
  • Stakeholder engagement capacity
  • Strong partnerships and networks
  • Financial and operational management systems

Eligibility Criteria

To qualify, applicants must meet several mandatory requirements.

Organizational Requirements

Applicants must:

  • Be legally registered and recognized by relevant ministries
  • Operate as a not-for-profit entity
  • Have active bank accounts
  • Have no unresolved tax issues
  • Maintain accounting and financial management systems
  • Employ at least one accountant
  • Demonstrate expertise in gender and disability inclusion advocacy

Required documentation includes:

  • Registration certificates
  • Tax clearance certificates
  • Audit reports for the past two years
  • Bank account certificates
  • Organizational policies (if available), including safeguarding and anti-fraud policies

Priority Areas and Approaches

Priority will be given to organizations and projects that adopt:

Rights-Based and Inclusive Approaches

Projects should ensure meaningful participation of women and persons with disabilities while incorporating intersectionality and inclusive governance practices.

Evidence-Based Advocacy

Organizations are encouraged to design interventions backed by data, research, and policy analysis to strengthen disability rights and gender inclusion in humanitarian recovery systems.

Participatory Community Engagement

Projects should actively involve:

  • Youth-led organizations
  • Community-based organizations
  • Persons with disabilities
  • Women-led groups

throughout planning and implementation processes.

Localization and Community Leadership

The AMAL Project strongly prioritizes locally led solutions and community ownership.

Eligible Activities

Applicants are encouraged to design innovative and context-specific activities aligned with the project objectives. Examples include:

Community-Based Inclusion Initiatives

Programs demonstrating practical gender and disability inclusion in humanitarian recovery efforts.

Income-Generating Projects

Economic empowerment initiatives targeting women and youth with disabilities.

Capacity-Building Programs

Training for local organizations and women-led groups on disability-inclusive approaches and advocacy methods.

Creative Advocacy Campaigns

Activities such as:

  • Digital storytelling
  • Social media advocacy
  • Cultural campaigns
  • Public awareness initiatives

promoting the inclusion of women and persons with disabilities in reconstruction processes.

Policy Dialogues and Strategic Meetings

Engagement sessions with government institutions, humanitarian actors, and local stakeholders to strengthen inclusive policymaking.

Participation in Conferences and Advocacy Events

Projects may include participation in regional or national advocacy initiatives related to gender rights, disability inclusion, and equitable recovery.

Ineligible Activities and Costs

Certain activities and costs are not eligible for funding.

  • Individual scholarships
  • Standalone training scholarships

Ineligible Costs

Examples include:

  • Debt servicing
  • Currency exchange losses
  • Land or building purchases
  • Unconditional cash transfers
  • Salaries of national administration staff
  • Credits to third parties
  • Performance-based bonuses

Evaluation Criteria

Applications will be reviewed by a five-member Grant Selection Committee.
