The Presidential Management Fellows (PMF) Program is the Federal Government’s premier leadership development program for advanced degree holders across all academic disciplines. It was established over 45 years ago by Executive Order and has gone through changes over the years, but the essential mission remains the same: to recruit and develop a cadre of future government leaders drawn from all segments of society.

The PMF Program is now accepting applications for individuals interested in federal government positions. This prestigious program aims to identify and select talented individuals for potential appointment as Fellows within the Federal Government.

  • Eligibility:
    • U.S. Citizens, Nationals, or those who owe allegiance to the U.S.
    • Advanced degree (e.g., Master’s, professional (J.D.), Ph.D.) completed between September 4, 2022, and September 4, 2024, or will complete by August 31, 2025.
    • Those applicants selected as Finalists having or obtaining advanced degrees from non-U.S. academic institutions will be asked to use a credential evaluation service.
    • There are no GPA (grade point average) or age restrictions associated with this application process.

  • How to Apply:

    To apply for the Presidential Management Fellows (PMF) Program, follow these detailed steps:

    • Review the Application Announcement: Thoroughly read the entire PMF announcement. This will provide you with information about eligibility, the application process, and important deadlines.
    • All applicants will be asked to provide the last 4-digits of their Social Security Number (SSN) when creating an applicant user account and applying to the PMF Program.
    • Non-U.S. citizen applicants who meet the eligibility requirements, who do not already possess a Social Security Number (SSN), and wish to apply to the PMF Program, must contact the PMF Program Office, via an email to pmfapplication@opm.gov to request an alternative 4-digit number.
    • Prepare Required Documents
      • Resume: Prepare a resume that covers all required elements. Your resume must be legible, in English, and free from scripts/macros or photos. It should include your education, work experience, and any relevant skills.
      • Advanced Degree Transcript: Obtain your advanced degree transcript or an acceptable alternative if your transcript is not available. The transcript should include:
        • Applicant’s name
        • College/University name
        • Advanced degree program (completed or pursuing)
        • Advanced degree completion date or anticipated completion date
      • Supporting Documents: If applicable, prepare supporting documents for veterans’ preference or reasonable accommodation requests.
    • Create an Applicant User Account
      • Go to the PMF Apply Site and create an applicant user account. This site is part of the PMF Talent Management System (TMS).
    • Complete the Online Assessment
      • The application process includes an online assessment that consists of:
        • Fellows Behavioral Assessment Tool (FBAT)
        • Fellows Situational Assessment Tool (FSAT)
      • Allocate approximately 2.5 hours to complete both parts of the online assessment. Follow the instructions provided on the PMF website to ensure your system and browser meet the assessment requirements.
    • Submit Your Application
      • Complete and submit your application via the PMF Apply Site. Ensure that all sections are filled out accurately and that your resume, transcript, and any additional documents are uploaded.
      • Certification: After completing the application, you must certify your responses and verify that you have completed the entire application and online assessment. Failure to do so will result in your application not being considered submitted.
    • Schedule and Prepare for the Structured Interview (If Selected as a Semi-Finalist)
      • At the Semi-Finalist stage, you will be asked to take the Fellows Structured Interview (FSI) assessment.
      • If selected as a Semi-Finalist, you will be invited to schedule a structured interview. This will be a 30-minute audio interview conducted via phone with a live panel of assessors.
      • You will have approximately one week to schedule your interview after receiving the invitation.
    • Monitor Your Application Status
      • After submitting your application, you can monitor your status and any updates from your applicant user account on the PMF Apply Site. You will receive email notifications regarding your status, including whether you have been selected as a Semi-Finalist or Finalist.
    • Request Reasonable Accommodations (If Needed)
      • If you require reasonable accommodations for the assessment process, make your request and provide supporting documentation before starting the online assessment. For reasonable accommodations during the structured interview, request them within the application period.
    • Submit Supporting Documents for Veterans’ Preference (If Applicable)
      • If you are claiming veterans’ preference, ensure that you submit the necessary supporting documentation as part of your application.
    • Final Check
      • Ensure that all required documents are submitted and that your application is complete by the closing date. Double-check that your contact information is current and accessible.
