Role Overviews and Bureau Divisions

Selected trainees will be embedded within the Bureau of Consular Affairs, Directorate of Overseas Citizens Services. OCS is responsible for creating policy and monitoring both emergency and non-emergency protective services for American citizens living or traveling abroad.

Vacancies are distributed across three primary office environments:

1. The OCS Front Office (CA/OCS/FO)

Trainees in this unit assist with managing the production of written information, action items, and informational memoranda flowing from approximately 200 employees across OCS. This material travels through the Consular Affairs Front Office up to Seventh Floor Principals. Trainees act as direct informational liaisons, review draft materials, and alert leadership to significant diplomatic events or high-profile issues.

2. The Office of American Citizens Services and Crisis Management (CA/OCS/ACS)

Trainees are assigned a broad spectrum of operational duties to help oversee day-to-day consular operations for all U.S. embassies and consulates globally. This office designs and implements the precise diplomatic initiatives that protect U.S. nationals abroad during major international crises or routine emergency scenarios.

3. The Management Support Unit (CA/OCS/MSU)

Trainees in this unit report directly to the Unit Chief, contributing to strategic planning, Freedom of Information Act (FOIA) processing, workforce management, data sharing, data integration, business analytics, and website support. This office also coordinates federal benefits/obligations programs abroad and manages the OCS After-Hours Crisis Duty Program.

Important Accreditation Details

All degrees and certificates must be issued by institutions recognized by the U.S. Department of Education. Undergraduate certificates must contain a minimum of 30 semester hours (or 45 quarter hours), and graduate certificates must contain at least 18 semester hours (or 27 quarter hours). The Department of State does not accept certificates credited with Continuing Education Units (CEUs). Education completed in foreign universities is acceptable only if the applicant provides explicit, official evidence at the time of application showing that the foreign education is directly comparable to an accredited U.S. education program.
