The European Union-funded AMAL – Amplifying Mobilization and Local Leadership Project has officially launched its 2026 Call for Proposals, offering critical funding and technical support for Palestinian civil society organizations working to strengthen gender equality, disability rights, inclusive governance, and equitable recovery efforts across Palestine.
Implemented by Oxfam Novib in partnership with the Palestinian Medical Relief Society (PMRS) and the Atfaluna Society for Deaf Children (ASDC), the AMAL Project is a 36-month initiative running from January 2025 to December 2027. The program aims to empower local civil society organizations (CSOs), marginalized communities, women, youth, and persons with disabilities (PWDs) to actively shape inclusive governance and sustainable development processes in Palestine.

About the EU AMAL Project
The AMAL Project focuses on strengthening the leadership and operational capacity of Palestinian CSOs and marginalized communities by supporting inclusive services, advocacy initiatives, and recovery mechanisms. Eligibility Criteria

Organizational Requirements
Applicants must:
- Be legally registered and recognized by relevant ministries
- Operate as a not-for-profit entity
- Have active bank accounts
- Have no unresolved tax issues
- Maintain accounting and financial management systems
- Employ at least one accountant
- Demonstrate expertise in gender and disability inclusion advocacy
Required documentation includes:
- Registration certificates
- Tax clearance certificates
- Audit reports for the past two years
- Bank account certificates
- Organizational policies (if available), including safeguarding and anti-fraud policies

Projects should ensure meaningful participation of women and persons with disabilities while incorporating intersectionality and inclusive governance practices.
Evidence-Based Advocacy
Organizations are encouraged to design interventions backed by data, research, and policy analysis to strengthen disability rights and gender inclusion in humanitarian recovery systems.
Participatory Community Engagement
Projects should actively involve:
- Youth-led organizations

- Persons with disabilities
- Women-led groups
throughout planning and implementation processes.
Localization and Community Leadership
The AMAL Project strongly prioritizes locally led solutions and community ownership.

Projects may include participation in regional or national advocacy initiatives related to gender rights, disability inclusion, and equitable recovery.
