The European Commission has opened a permanently active Call for Expression of Interest for professionals who wish to serve as EU Experts during the 2021–2027 Multi-annual Financial Framework. This call invites highly qualified individuals from all fields of EU action and policy to join the Portal Expert Database, the central system used to identify, contract, and deploy experts for project evaluation, monitoring, advisory tasks, and specialized reviews.

This article outlines the purpose of the call, eligibility requirements, roles experts may undertake, and what to expect after registering.


Purpose of the Call for EU Experts

The EU Funding & Tenders Portal manages a wide range of grants, tenders, prizes, and procurements. To ensure transparent, evidence-based, and high-quality decision-making, EU services rely on external experts. This call aims to build a diverse pool of specialists who can contribute through:

  • Evaluation of funding applications
  • Monitoring and reviewing ongoing projects
  • Ethics, financial, and administrative assessments
  • Advisory input on sector-specific EU priorities
  • Participation in audits, checks, and coaching activities

Registration is the mandatory first step to be eligible for such assignments. While registering does not guarantee selection, it places experts in the active pool used across all EU programmes.


Who Can Apply?

The call is open to individuals with strong professional profiles across all areas relevant to EU initiatives. Key requirements include:

  • High-level expertise in any field connected to EU funding programmes
  • Strong language skills, especially English
  • Compliance with European Union financial and ethical regulations

Professionals may come from academia, research, industry, civil society, public administration, or the private sector.

Exclusion Conditions

Applicants cannot be selected if they are:

  • In bankruptcy or legal insolvency proceedings
  • In breach of tax or social security obligations
  • Involved in fraud, corruption, money laundering, terrorism, or human trafficking
  • Linked to serious professional misconduct
  • Under EU administrative sanctions
  • In conflict of interest situations

The EU may also reject candidates found to misrepresent credentials during the process.


How the Process Works

1. Registration

All interested candidates must register in the Portal Expert Database and complete all required sections, including:

  • Expertise areas
  • Professional experience
  • Contact and payment information

Only profiles marked as “valid” will be considered for future contracts.

2. Selection

Experts are selected as needed based on criteria such as:

  • Depth of experience
  • Fit with specific programme needs
  • Geographic and gender balance
  • Rotation requirements
  • Absence of conflict of interest

Assignments are subject to two main limits:

  • Experts cannot earn more than €90,000 within four consecutive years (excluding travel reimbursements).
  • Contracts must remain under the procurement threshold (€143,000).

3. Contracting

If an expert is selected:

  • They will receive an assignment proposal
  • Their identity and bank information will undergo verification
  • A contract outlining tasks, payment terms, and timelines will be issued

All exchanges, submissions, and payments are done electronically through the Portal.


Conditions and Responsibilities

Experts must follow the Expert Terms of Reference and Expert Code of Conduct, especially regarding confidentiality and conflicts of interest. Additional obligations include:

  • Maintaining accurate records for audits
  • Ensuring secure handling of personal data
  • Delivering assignments to the highest professional standards

Expert outputs become the property of the contracting authority.


Duration of the Call

This call for expression of interest is permanently open until the end of the EU financial period 2021–2027, allowing experts to register at any time.
