Overview

The International Labour Organization (ILO) is seeking a Junior Professional Officer (JPO) to join the Decent Work Technical Support Team (DWT) for East and South-East Asia and the Pacific, based in Bangkok. This role focuses on Fundamental Principles and Rights at Work (FPRW), including child labour, forced labour, and labour rights across East Asia, Southeast Asia, and the Pacific.

This JPO post is funded by the Government of the Netherlands and is open exclusively to nationals of eligible countries, with a maximum age of 32 years.


About the ILO DWT–Bangkok

The DWT provides technical guidance to ILO Country Offices in promoting decent work, covering:
• Rights at work
• Employment
• Social protection
• Social dialogue

The FPRW portfolio supports wide-ranging regional projects on child labour, forced labour, trade and labour, and international labour standards.


Key Responsibilities

Under the Senior Specialist on FPRW, the JPO will:

Technical & Programmatic Support

  • Draft TORs, review reports, and develop technical outputs
  • Deliver trainings, workshops, and capacity-building sessions
  • Contribute to advocacy initiatives (e.g., World Day Against Child Labour)
  • Support design and implementation of FPRW development projects
  • Participate in resource mobilization efforts

Research & Coordination

  • Conduct research and contribute to regional or sectoral publications
  • Support monitoring & evaluation of FPRW projects
  • Assist with Alliance 8.7 activities, including work with Pathfinder Countries
  • Collaborate closely with regional ILO specialists and country offices

Learning & Training Opportunities

The JPO will gain hands-on experience through:

Training Components

  • Designing & delivering capacity-building programs
  • Project design and monitoring (child labour & forced labour)
  • Advocacy and communications on labour rights
  • Experience working with UN regional mechanisms (e.g., ASEAN)

Learning Elements

  • In-depth understanding of FPRW and ILO tools
  • Familiarity with International Labour Standards
  • Project cycle management
  • Partnership-building & networking
  • Up to US$4,000/year Duty Travel & Training Allowance (DTTA)

Supervision

The JPO will be supervised by the Senior Specialist on FPRW.
Supervision includes:

  • A work plan developed in the first month
  • Regular performance reviews
  • Coaching and guidance as needed
  • Opportunities to join missions, seminars, and workshops

Required Qualifications

Education

  • Master’s degree in social sciences, economics, law, or related fields
  • OR Bachelor’s + 4 years of relevant experience
  • Academic training must include substantial study in an eligible developing country

Experience

  • Minimum 2 years relevant experience after first degree
  • Maximum 1 year within the UN system
  • Understanding of forced labour and child labour issues

Languages

  • Excellent English
  • French or Spanish an asset

Competencies

  • Strong analytical & research skills
  • Excellent writing & presentation skills
  • Ability to work with diverse stakeholders
  • Knowledge of FPRW issues in Asia–Pacific

Living Conditions in Bangkok

Bangkok is a low-risk duty station with:

  • Low levels of violent crime; standard urban precautions recommended

Spouse employment is possible but not facilitated by the ILO.
