Online Training in Data Governance for Inclusive Digital Transformation: Open Now!

Applications are open for an online, instructor-led training on Data Governance for Inclusive Digital Transformation, running from 3–24 March 2026. This course equips policymakers and practitioners with foundational knowledge and practical tools to design effective data governance frameworks that enable inclusive, secure, and rights-based digital transformation.

Through interactive sessions, participants will explore the policy, institutional, and technical dimensions of data governance, with a strong focus on how data underpins equitable digital transformation, digital public infrastructure (DPI), and responsible use of artificial intelligence. The course draws on global best practices and established guidance, including the Data Governance Toolkit co-developed by UNESCO, UNDP, ITU, and the African Union Commission.

Participants will engage with real-world country experiences and develop actionable guidance to support evidence-based policymaking aligned with the Sustainable Development Goals (SDGs) and national digital strategies.

Who Should Apply

This course is designed for:

  • Government officials and policymakers
  • Technical experts working on digital transformation and data governance
  • Professionals from ministries of ICT, planning, finance, innovation
  • National data protection authorities and digital governance agencies
  • Staff of multilateral or regional institutions supporting digital governance initiatives

The course is limited to 35 participants.


Entry Requirements

Applicants should:

  • Have at least 2 years of experience working with digital technology or data in policy, ICT, or related roles
  • Hold an undergraduate degree in a relevant field, or alternatively have 3 additional years of relevant experience
  • Be fluent in English
  • Submit a completed application questionnaire, motivation statement, and up-to-date CV

Government officials and policymakers from the Global South, particularly women, are strongly encouraged to apply.


Learning Objectives

By the end of the course, participants will be able to:

  • Understand core data governance principles, including privacy, interoperability, transparency, and ethical data use
  • Analyze policy frameworks supporting effective data governance
  • Identify governance models for safe, inclusive, and sustainable data sharing
  • Apply a rights-based approach incorporating gender equality and sustainability
  • Engage stakeholders to strengthen trust and accountability
  • Develop a sectoral data governance plan linked to DPI and responsible AI use cases

Methodology and Structure

The course consists of six live online sessions (2 hours each), delivered via Zoom. Sessions include expert instruction, interactive discussions, breakout group work, polls, case studies, and a final group project.

Participants will work in teams to design or assess a data governance framework addressing a real public-sector challenge, culminating in a final presentation with peer and instructor feedback.

Assessment and Certification

Participants are assessed through:

  • Pre-class knowledge check (10%)
  • Attendance (15%)
  • Active participation (25%)
  • Final group project (50%)

A minimum score of 70% is required to receive an ITU Academy Certificate.

All ITU Academy courses are open to professionals of all backgrounds. Women and participants from developing countries—including LDCs, SIDS, and LLDCs—are strongly encouraged to apply.
