Role Background and Purpose

The Operational Data Analyst, referred to internally as a DOTS Workflow Owner, works at the center of WFP’s data ecosystem. The role is housed within the Technology Division (TEC) and supports the organization-wide deployment of DOTS, WFP’s operational decision-making platform powered by Palantir Foundry.

The incumbent works directly with WFP business counterparts and end-users to design, implement, and deliver end-to-end analytical workflows that support operational decision-making. The role combines data analytics, data governance, agile product ownership, and stakeholder engagement, ensuring that business questions are translated into functional, scalable data solutions.


Key Responsibilities

The Operational Data Analyst is responsible for the entire lifecycle of DOTS workflows, including:

  • Acting as Agile Product Owner for assigned DOTS workflows
  • Analyzing business problems, including both functional and non-functional requirements
  • Challenging proposed solutions when they do not align with optimal outcomes
  • Understanding data domains, data catalog definitions, and data flows
  • Leading requirements exploration, impact analysis, and solution design with business stakeholders
  • Documenting requirements, decisions, and workflow architectures
  • Designing information models, user interface models, integration models, and reporting models
  • Building end-to-end workflows directly within the DOTS platform alongside developers
  • Providing analytical insight recommendations based on business needs and platform capabilities
  • Estimating and managing resource requirements for workflow delivery
  • Coordinating with development, governance, and platform engagement teams
  • Conducting iterative testing prior to formal user acceptance testing
  • Driving change management activities, including user adoption and workflow rollout
  • Maintaining continuous stakeholder communication and feedback loops
  • Ensuring workflows transition from implementation to steady-state operations

By the end of the assignment, the Operational Data Analyst must deliver:

  • DOTS workflows aligned with business owner expectations
  • DOTS data views and analytical components developed using platform tools
  • Contributions to increased DOTS platform usage
  • Approved technical and non-technical documentation
  • Established project metrics and data collection methods
  • Completed change management artifacts such as webinars and presentations

Eligibility Criteria and Qualifications

Education Requirements

  • University degree in:
    • Human-Centered Design
    • Information Technology Management
    • Data Analytics or Data Management
    • Computer Science
    • Business Administration
    • Or another relevant discipline

Professional Experience

  • Minimum 4 years of progressively responsible experience in:
    • Human-centered design and/or business analysis
  • Experience on at least 3 projects using agile development methodologies
  • Minimum 1 year of direct experience working on projects involving:
    • Data visualization and/or data analysis outputs

Desirable Experience

  • Experience working with Palantir Foundry
  • Knowledge of WFP business processes

Skills and Competencies

This role serves as the technical anchor for the Foundry development team, setting engineering standards, overseeing platform architecture, and ensuring long-term sustainability of DOTS solutions. The incumbent bridges technical execution with business priorities while mentoring and managing a distributed team of developers.


Key Responsibilities

Programming and Technical Leadership

  • Design and review Foundry pipeline architecture

Key Responsibilities

DOTS Platform Strategy and Service Delivery

  • Lead the development and implementation of the DOTS service roadmap, ensuring alignment with WFP operational priorities

Team Leadership and Governance

  • Lead and mentor the DOTS team, fostering a culture of learning, trust, and accountability

  • Promote consistent use of SCRUM and Azure DevOps across implementation teams
  • Build and maintain the DOTS user community through training, advocacy, and communication initiatives

  • A fully implemented DOTS Service Roadmap with defined initiatives
