UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund (WPHF). This Secretariat provides support to the Funding Board, mobilizes resources from governments, companies, foundations, and individuals, and ensures timely monitoring and reporting.
In 2022, the WPHF Funding Board established a new Women Human Rights Defenders (WHRDs) Window, hosted by the Secretariat. This initiative provides:
- Safety net grants covering protection and livelihood expenses for WHRDs at risk in crisis and conflict settings (implemented with INGO partners).
- Direct logistical support enabling WHRDs to participate in advocacy and decision-making processes (implemented directly by the WHRDs window unit).
Since its creation, the WHRDs window has supported 1,045 WHRDs and more than 3,714 dependents through protection and advocacy assistance.

The Programme Analyst will report to the Programme Coordinator of the WPHF WHRD Window. The role provides administrative and programmatic support to the effective management of the Afghanistan Safety Net Stream.
Key responsibilities include:
- Contributing to the design, formulation, implementation, and evaluation of outputs and activities.
- Supporting delivery by analyzing results achieved during implementation.
- Ensuring appropriate application of systems and procedures.
- Collaborating closely with programme teams, UN Women HQ staff, government officials, donors, and civil society partners.
Key Functions and Accountabilities
1. Contribute to Strategy Development
- Provide technical inputs to programme/project proposals related to the Afghanistan Safety Net Stream.
- Support the preparation of annual workplans and budgets.
- Monitor implementation of safety net activities.
2. Provide Technical Assistance and Capacity Development
- Oversee implementation of safety net activities with partners.
- Identify opportunities for capacity building.
- Coordinate and facilitate technical/programming support and trainings.
3. Monitoring and Reporting
- Track progress of safety net activities under the Afghanistan portfolio.
- Support reporting against results and indicators.
- Contribute to quarterly, donor, and outcome reports.
4. Financial Management
- Monitor budget implementation under the Afghanistan Safety Net Stream.
- Track expenditures, including those of INGO partners.
- Provide inputs to financial reports.
5. Partnerships and Resource Mobilization
- Contribute to resource mobilization strategies for Afghanistan.
- Maintain databases and analyze information related to WPHF’s work.
- Draft project summaries, briefing notes, speeches, and donor profiles.
6. Advocacy and Knowledge Building
- Prepare background documents, briefs, and presentations.
- Support organization of advocacy campaigns, events, trainings, and workshops.
- Contribute to knowledge management products related to Afghanistan portfolios.

Recruitment Qualifications
- Education:
- Master’s degree in social sciences, human rights, gender/women’s studies, international development, or related field.
- A first-level degree plus two years of qualifying experience may be accepted.
- Project/programme management certification (PMP®, PRINCE2®, MSP®) is an advantage.
- Experience:
- Minimum 1 year of relevant work in programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building.
- Experience in Women, Peace, and Security is required.
- Experience liaising with government agencies and/or donors is desirable.
- Languages:
- Fluency in English required.
- Knowledge of Dari and/or Pashto desirable.
