Overview of the World Forum for Democracy
The World Forum for Democracy is an annual global event organized by the Council of Europe, bringing together policymakers, academics, youth leaders, civil society actors, and democracy innovators. Hosted at the Council of Europe headquarters in Strasbourg, France, the Forum explores responses to key democratic challenges and promotes grassroots democratic innovation.

The Forum features thought-provoking plenary sessions, creative workshops, and interactive side events. It fosters collaboration among democracy advocates and contributes to implementing the Reykjavik Principles of Democracy adopted by Council of Europe member states in 2023.

Theme of the 2025 Forum: “Democracy at Risk: How Can We Revive It?”
Democratic systems are facing growing discontent driven by economic inequality, declining public trust, digital manipulation, and the weakening of independent institutions. This year’s Forum will explore how to address these risks and reinvigorate citizen participation, protect freedoms, and rebuild democratic legitimacy.

Special attention will be given to the roles of journalism, culture, artificial intelligence, and social media in either strengthening or undermining democracy. The Forum also highlights how youth engagement and digital literacy can serve as safeguards for democratic values.

About the Youth Delegation
As part of its commitment to youth participation, the Council of Europe invites up to 50 young leaders to join the Youth Delegation to the World Forum for Democracy 2025. The youth delegation is an integral part of the Forum, ensuring that young people have a voice in shaping democratic futures.

Participants will meet at the European Youth Centre in Strasbourg two days prior to the Forum for orientation, networking, and preparation. During the Forum, they will contribute to discussions, participate in plenary and breakout sessions, and may take on active roles such as moderators, rapporteurs, or workshop contributors.

Applicants must:

Priority will be given to applicants from Council of Europe member states and those with previous engagement in youth activities of the Council of Europe.

Working Language
The working language of the event is English. Participants must be able to work independently in English during discussions and sessions.
