Position Overview

Selected candidates will contribute to education policy analysis and research in areas such as:

• Equity in education

• Early childhood and teacher policy

• Higher education and digital learning

• Use of resources in education

• Adult and lifelong learning

• Innovation in education systems

• Survey design and data analysis

Junior Policy Analysts will work under the guidance of a Senior Analyst and Division Head. Responsibilities include conducting data analysis, reviewing national policies, creating frameworks for education innovation, and drafting policy briefs, reports, and toolkits.

Key Responsibilities

• Analyse international and national education datasets

• Develop evidence-based policy recommendations

• Contribute to comparative policy reports, working papers, and case studies

• Assist in organising seminars, peer-learning activities, and stakeholder consultations

• Support implementation of education policies in member and partner countries

• Collaborate with global researchers, government officials, and education leaders

Eligibility Criteria

• Advanced university degree in education, economics, public policy, or related field

• At least two years of experience in applied research or policy analysis

• Demonstrated knowledge in one or more education policy areas

• Strong analytical skills (qualitative and/or quantitative)

• Excellent writing, communication, and public speaking skills

• Familiarity with statistical tools (e.g., R, STATA) is an advantage

• Fluency in English or French (working knowledge of the other is required)

Desirable Skills

• Experience working with large datasets or government education data

• Understanding of cross-national policy issues and innovation strategies

• Ability to manage projects, draft policy content, and liaise with stakeholders

• Capacity to support and coordinate international conferences or workshops

Contract and Salary

• Grade: PAL4

• Monthly salary: Starting at €5,902.14 (tax-exempt)

• Additional allowances may apply

• Appointment may be open-ended or fixed-term based on team needs
