Apply Now: Scholarships for International Master’s in Public Procurement Management (IMPPM) in Italy

The Caribbean Development Bank (CDB) and the Inter-American Development Bank (IDB) are committed to advancing public financial management and procurement systems in their client countries. In alignment with this mission, they are offering four scholarships for the International Master’s in Public Procurement Management (IMPPM) degree program at the University of Rome Tor Vergata, Italy.

Scholarship Details

  • CDB will fund two scholarships.
  • IDB will fund two scholarships.

The IMPPM scholarship program aims to build procurement capacity in Caribbean countries and enhance the professionalization of the public procurement workforce. This initiative will promote best practices in procurement and support the development of skilled professionals capable of delivering value for money and upholding high standards of integrity.

About the IMPPM Program

The International Master in Public Procurement Management (IMPPM) is a full-time, one-year postgraduate program conducted in English at the University of Rome Tor Vergata. The program spans from March 2025 to February 2026 and includes:

  • Classroom lectures in Rome from March to July.
  • Distance learning modules.
  • A professional internship in the home organization.
  • A final thesis based on procurement issues relevant to the candidate’s organization or region.

The program covers 13 modules on topics such as procurement law, integrity, sustainable procurement, and public-private partnerships. Attendance and active participation in all modules are mandatory.

Scholarship Coverage

The scholarship will cover:

  • Full tuition fee.
  • Travel expenses to and from Italy.
  • An allowance to live on campus at the University and for subsistence costs.
  • Visa fees and other essential bureaucratic expenses (up to USD 500).

The selected candidate would be required to:

  • Be based in Rome for a period of 4.25 consecutive months;
  • Be released by their employer from professional duties for the duration of the in-lecture period in Rome, and to have their employer’s support to undertake the associated distance learning module free from professional duties;
  • Complete a professional internship of 500 hours within their home organization;
  • Write a final dissertation which shall consist of a case study on procurement issues related to their own organization and/or country and/or the Caribbean region;
  • Continue to serve their employer for a period of at least 12 months following the completion of this programme.

Candidate Requirements

To be eligible, candidates must meet the Admission Requirements defined by the University, including::

  • Be citizens of eligible Caribbean countries (Anguilla, Antigua and Barbuda, Barbados, Belize, British Virgin Islands, Cayman Islands, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, The Bahamas, Trinidad and Tobago, Turks and Caicos Islands).
  • Have at least 5 years of professional experience in public procurement.
  • Hold a recognized Master’s degree.
  • Be proficient in English.
  • Demonstrate commitment to using the skills gained to benefit their country or organization.
  • Not have any business or personal relationships with CDB, IDB or the Tor Vergata University that would create an actual or perceived conflict of interest.

Candidates from the same country may only receive one scholarship from each sponsor. Additionally, candidates employed in the same public institution where other employers were awarded an IMPPM scholarship will not be eligible for award of a scholarship for more than two consecutive years. Past award information can be found here.

Submit applications in PDF format to MasterIPPM@caribank.org and copy procurement@iadb.org by September 9th, 2024, 5 pm AST. Include:

  • Updated CV.
  • Motivational cover letter.
  • Signed Declaration of eligibility and absence of conflict of interest..

Selection Process

  1. A joint CDB-IDB evaluation panel will review submissions, and select up to ten (10) best-ranked candidates who fully meet the eligibility and qualification criteria.
  2. The ten (10) candidates will then be  interviewed by a CDB/IDB panel to assess their motivation and suitability for the programme. A final shortlist of up to six (6) candidates will be submitted to the University.
  3. The University will interview each candidate and select four (4) successful candidates for scholarship award.
